depends how hard you worked. with pool running, especially long, steady workouts, it is very easy to get into a "pace" that is way too easy.
you can guage effort by HR but in water it's about 10 beats (average, you may vary) due to cooling of water and pressure of water increasing bloodflow in veins.
to avoid the risk of "slowing" in the pool, do intervals. things like 90s hard, 30s easy - or ladders. if you go all out you can do pool workouts that will compare with the hardest track workouts in terms of effort
