Check out http://www.irishmilersclub.com/ and http://www.athleticsireland.ie/ for races. There are some pretty good places to run (phoenix park, or a short drive brings you to miles of trails in Wicklow), and I believe there are several good clubs in Dublin.
I am not sure about the running scene but I love Ireland. Dublin is not as big as a lot of European cities, but it is just big enough that I felt like I could live there without being consumed.
Expensive place to live however!
I appreciate the links. seems to be a good running town. when I was there in the summer of 1990, I was 9 months into my knee injury and couldn't run at all, so I didn't investigate any of it.
