You need to work on strength if you want to run a fast 400
What kind of workouts have you been doing recently?
I had a similar problem, especially coming out of a base period. I had 11.3 100m speed, decent endurance from high mileage but no speed endurance over distances where you build up a ton of oxygen debt.
I did workouts like 3x600m almost all out, with total recovery, and in the space of about 4-5 weeks my 400m would go from about 56 to 49.
