You can bet that Vin Lananna knows about Fernandez and will see if he can lure him to the Track Capital where Herman can train with Acosta, Centrowitz, Daniel and Diego Mercado, Hall, Kiptoo-Biwott and Klotz next year. Why wouldn't Fernandez want to be part of a championship program run by arguably the best distance coach in the country?
I'd caution the use of the best "coach" label and suggest "recruiter" in its stead.

It would be ridiculous if both Fernandez and Derrick went to Oregon. I could see Fernandez staying in southern California and going to UCLA, where Cybulski, Sullivan, Morikawa, and some other top prep runners were recruited to. It could be a hell of a team in 1-3 years. Cal could be another good choice - with Cal losing only one of their top 5, Fernandez could step right into the top 5 and be there 3rd or 4th man(Ghebray, Matusak, Coe, Fernandez, Karlson). It would be interesting to see him go somewhere like Wisconsin or Iona. I don't know why I think it would be interesting- maybe because I don't understand what his thinking would be changing climate so much in hopes to continue running well. I'm not saying I don't think it could be done, but if something ain't broke, why fix it? NAU, Arizona State, UCLA, Cal, Oregon, Texas, Cal Poly, Chico, Santa Barbara, Stanford, and Portland would all be good closer-to-home choices. I guess a lot of that depends on who's contacted him though.
No, I think you are wrong. Arguably the "best" coach is the most accurate description of coach Lananna. If he is able to continue recruiting top FL athletes, I might even be willing to say that he is the "best" recruiter.
