I think he is in because there is a provision that allows a country that did qualify an athlete in track and field to name an athlete of its choice to any event. So the Sudan, not having any others, gets sort of a wild card.

He is a 357 miler. Seems he'd want to do the 1500 over the marathon. He's a far better entrant than has been seen in the past though. Countries can enter anyone as the charity athlete, which is led to like 3 hour marathoners and 11+ 100 meter runners.

There is kind of a lottery jackpot for being born in the right country. Generally the poorer or less populous the country, the better.
No scholarship limits anymore! (NCAA Track and Field inequality is going to get way worse, right?)
