Can someone explain this one to me. From Dyestat:
Justin Kipkoech, a Kenyan athlete who is expected to enroll in the fall at Eastern Kentucky, won the men’s 1,500 in 3:32.93, holding off Under Armour athlete Festus Lagat (3:33.25) and PUMA Elite competitor Amon Kemboi (3:33.49).
1) How is still eligible?
2) In the era of NIL, why in the world would he stay in Eastern Kentucky? I'm sure a Texas A&M or Arkansas would be happy to drive a Brinks truck his way - oh wait I forgot foreigners can't take NIL.
