You can't. It's actually better to take it slow when getting back into it than it is to start running 30+ mpw after not running for 2 months. Just aim to get back to running every day and throw in some strides as well. That's probably the best you can hope for (while remaining injury-free) come August.
Get in shape by Oct, not Aug. Nobody cares about sauna-like meets in the early season. Plus, there is no way to get in decent shape that fast while training (probably) in excessive heat.
Triple threshold is for noobs. Serious runners use quadruple at least.
