Well it’s because too many athletes are using cannabis, though rotting the brain, it is anti anxiety so will help the athletes deal with stress and therefore perform better in races, it’s been used for years by coaches and now legal in some states make sense just on the off chance testing occurs

thanks. reading through that you can see they wanted to paint cannabis as being really bad for your health, cognitive function, coordination, etc., thus ban it for health reasons.
but then they say it has potential performance enhancing effects because it can help with sleep, anxiety, heightened focus and increased coordination. so basically it's really bad for your body so don't do it, but then also it's really good for your body so don't do it.
i thought the authors use of the word "surprisingly" in the following quote was quite the tell of their bias beforehand: "In France, in 2002, 25% of IOC positive tests were for cannabis, prompting Lorente et al.[100] to conduct a survey in France of 1152 sport university students on their use of cannabis. Based on the students’ survey responses, the relaxing properties of cannabis were frequently used to enhance sports performance. Surprisingly, the higher the students’ level of competition, the more cannabis was employed to enhance performance."
