The entire field had to go round Giles but Kerr had space to pass him on the inside, Giles inadvertently looked to his left at Burgin and Pattinson overtaking him, cut in on Kerr, their legs tangled and both fell heavily.

It wasn’t an agreement with Kerr. It was the section criterion for everyone. Get a world medal in 2023 and have the qualifier and you just need to run to prove your fitness. Same as Hudson smith or Johnson. You make it sound like Kerr made some special arrangement.
It’s pretty interesting to read different views of how this went without seeing it.
It makes me think how people could be wrongly convicted or even wrongfully acquitted on eye witness testimony when a group of track fans can’t agree on what caused a runner to fall.
I conclude it was bad luck. The 800 is a dicey race.
