I think it's because he's not still when the gun goes off. It should be the official's responsibility to bring them unset if they see that. If you start the race and then DQ after it seems like total BS. I think he has a good chance with an appeal. I was worried he had a lane violation which would've been 0 chance appeal.
USATF communications told me Holt was DQ'd for violating USATF Rule 163.5, which is stepping over the line on the first turn. Holt said that he was full of adrenaline at the start and may have been close to the line as a result. Presumably he will DQ but he said he had to talk to his coach first.
