Is it just me or is the heart rate during the run correlated to how elevated body temp is? I find that after improving my fitness, at each pace I am less hot post run

There is a vicious cycle as you exert yourself in heat where your body sends more and more blood to your skin to cool it, followed by more and more sweat resulting in a lower plasma volume, the combination of which reduces your blood pressure and contributes both to making you feel like garbage and increasing your heart rate to meet demand.
The more you train in heat the better your body is at increasing and retaining plasma volume, as well as sweating earlier and more effectively to cool the system from the start to delay the negative effects.
increased HR lower efficiency in heat
