I think it's very fashionable to be humble in these conversations - which is nice, it's refreshing.
But when I look at Hoare's PR's over 3000m (7.48) and 5000m (13.09) and then his 1500m/mile ability (3.29.4 and 3.47.5), I'm going to say his "official" 800m PR of 1.49.96 is not indicative at all of what he could run for 2 laps which I think is almost certainly in the 1.47's. And based off that, Ollie Hoare may not have ever run under 51 in his life - but he absolutely could if he tried to.
I've never run under 51 either but I've run 300 in 36.7 which apparently wouldn't count. As long as we're making idiotic statements about distances that are so far off what you train for, where your PR is probably from practice, it's as legitimate as what he said. It's not like I'm converting a slow 8k into a marathon when I was too lazy to run one / do the training to run one.
Hell, Norda's "official" 800 PR is 1:58 and he claims he couldn't run faster than 52, despite having closed a 3:29 in 52.61
