bearing in mind something like <0.74% of the world population have ever run a marathon, and the average finishing time is 4:30, I'd say the percentage of people who can do under 7"/M for 10M would be something like <0.10%
could probably be trained to do it, but won't do it off the couch. Some aerobically fit guys could probably do it without running specific training, but most would need some running to do it.
0.74% of the world population has run a marathon? I think that estimate is probably much higher than reality. I'd bet closer to 0.2%-0.4%.
I saw somewhere that an estimated 10 million individuals ran a marathon between 2000-2022, which is less than 0.15% (excludes people who have run multiple marathons).
I suspect it's higher than some might guess, since I'm an oft-injured 60-year-old who can do it. Though maybe we're the worst judges of a question like this, since probably 2/3rds of my friends and family are runners and I'd bet they could all do it, and would be certain of that for around 80 percent of them.

Obama got rid of the Presidential Fitness test. It was competitive, and that won't do in a Marxist world. And in a climate which "body positivity", i.e. it's OK to be fat, reigns, you can't have a standard for fitness. All body types are acceptable under communism. Cue the Internationale!
In 1983 I ran the Cal Ten (miles, not kilometers) in 59:28 and finished 307 of 635. It was the NorCal 10 mile championships in Stockton and attracted an unbelievable field. They awarded sub 60 shirts to everyone under an hour and sub 70 shirts to the females and master's runners. People, even mediocre runners like myself, trained hard back then. (I'm sounding like my father). 20 mile runs on the weekends and weekly track workouts. Most of the runners I knew tried to run 80 miles a week. I was limited to 50-60 because that was all my body could handle. I hate the term "hobby jogger," but I'm afraid that 90% of the runners I see today ARE hobby joggers.
