First guy holds his arms a little too close to his chest, which isn't an optimal counterbalance for his lower body.
However, he has very good posture and looks super efficient from the chest down.
It's more difficult to see the second guy, however, he appears to hold his arms quite low - which tends to hunch the shoulders and cause an anterior pelvic tilt (which gives the appearance of being in a slightly seated position when running).
But none of these things are all that pronounced, and overall he looks fairly efficient - particularly from the waist down.
I've seen far worse running form from athletes that are world class, so I wouldn't stress too much about it.
As long as you're keeping a good posture, and avoiding too much side to side movement, your body will find it's sweet spot.
