I think he could sneak under it but smashing it is a big ask. Chapas record has stood for generations for a reason. 28:32 Really is legendary for an athlete.
High schoolers fall off more the longer you go, time calculators don't really work for them unfortunately. A guy like Simmons is clearly a natural 5k/10k type runner but the 10k will still be a bit far for him. I do think he could break it but I doubt he would be under 28:15. He has a much better chance of breaking the 2-mile record (I think he could go 8:25 or so).
