If I'm doing 16-20k of threshold split evenly in two sessions each Tuesday and Thursday, then hills/tempo/long run/speed on Saturdays,
when should I be doing my lifting?

I think you should lift on your lighter days, but I'd also recommend only three total sessions of threshold a week. A double threshold day, then a threshold AM/hills PM kind of thing.
Why 3 threshold sessions instead of 4? I'm very well hill acclimated
