Can you help me understand the purpose/reason for let's say, a 60 second rest vs 90 second with speed work?
If you want to hit a specific goal pace that is maybe a little tough and you're doing a high volume workout you want high rest to be able to hit that pace each rep. Short rest is when you want aerobic training (e.g. lactate threshold reps) and you prevent the hr from going too low.

The longer the rest the faster you can go. Longer rest is good for developing speed with short reps and anaerobic endurance with longer reps. Shorter rest is good for developing aerobic endurance with longer reps and anaerobic endurance with shorter reps.
Both are important if you’re training for the 800/mile.
A good long rest workout would be something like 6x300m at 800m pace or even a tad faster but you take very sizeable rest, even up to 5:00 if that’s what you need to get the workout done at the right pace.
A good short rest workout is 12x400m where you’d rest for 75 seconds or jog 200m, take double rest after rep 6, and do the workout at around 3k pace.
