If what "she" is doing is totally fine, why isn't she and the progressives super proud of "her" accomplishment? Wouldn't you want everyone to know you are the state champion?
The lines comes from an column written by Bill Oram that is really lacking in logical thought.
The most ironic line that he wrote was this one:

Yes, we need to protect women’s sports. But from whom?
Does he not see the irony in those two sentences?
Back in the day, it was wrong to think that someone was "less woman-like" if they liked sports . But the trans movement takes this wrong idea and doubles down on it. Now a woman who has 'masculine' tendencies isn't less of a woman, they are viewed as actually being a man.
PS. The whole logic of him arguing for inclusion at the state championships is beyond stupid. Does he not realize the state championship is by definition exclusionary? Only a tine fraction of athletes get to battle it out for a state title.
