The OP is likely referring to hurdle mobility drills, not hurdling technique drills. They're talking about things like walk over, marches, over & unders, etc...
If I could easily do like 2 or 3 minutes of hurdle walks before my workouts, I definitely would. I'd do it before all of my easy runs if that was a practical option. I've hurt my hips/butt too many times. But doing it after your workout is still better than not doing it all, and if you do it after your workout, you can spend a bit more time and work a bit harder.
Plyos have one outcome. Hurdle walkovers have a completely different outcome. You can do both.
As to OP question; either before a faster track session where you might want a greater ROM or after a longer run where you might want to maintain some mobility. How often would depend on the individual athlete.
Walk overs and such are great for hip mobility and strengthening all those little ancillary muscles we use but tend to ignore. Hurdle drills are not just for hurdlers. Never hurt anyone to be stronger overall.

once or twice a week usually in my experience. I found it helped to loosen up and feel efficient, especially during track season. I preferred to do them before an easy run when I was at higher mileage. They can be pretty difficult after a workout or a longer run. easier to get to full range of motion if your body isn't already tired.
