Im pretty new to the mile-only been running it the last two years but ran a 3:59 1500 splitting 45 67 65 61...I can't pace well obviously but if run evenly in this shape how much faster should I be able to run it?

Not the worst pacing I've seen. Maybe 3:57 at best going 46-64-64-63 or something like that. Just keep training and racing and see what you can do then.
