i would take hocker. these guys never get to run a 400 fresh, and i think with a good taper, and without a distance race in his legs, he could possibly go sub 47 for a split. i feel confident in 47 mid
anyway, it's not certain, but that's where im putting my money

He doesn't run 12x400 @ 51. If he did, he'd be the world record holder over 1500m. Maybe he hit his last rep at that pace.
Anyway, the fitter you are aerobically, the closer you can get to your top speed on tired legs. If someone very aerobically underdeveloped closes a workout in a 51, that means they have a lot of upside when rested and fresh. If a 1500/5k guys closes a workout in 51, that just means they're approaching their max speed.
I give Hocker 48 mid to high in an open 400. 48 low to mid in a relay, and juuuust under 48 if he has a good one.

I split 49 in a few 4x4’s with a 1:54 800pr. He’s way faster than 48 anything.
