Seeing as how they live on Mercer Island, one of the most expensive places to live in an already expensive area, maybe his parents will pick up his educational expenses, along and save another scholarship for someone else to build a stronger team.
The Powells both do really well coaching at UW . both results wise and financially. I do remember Andy Powell is college , he struggled with injuries and mediocre performances while the others ( Jennings . Riley , Stember ) ran great .
He just ran 1:50 again last week at District Meet - thought he might be in the 3A boys 4x400m but they are not listed. Looks like it will be a 1600 / 800 double - get ready for fast times!

Giving their kid’s scholarship to someone else? That seems like it would violate NCAA rules.
You post a lot but don't have a geat understanding of recruiting or the rules. Of course he can choose to attend UW without a scholarship. He doesn't have a scholarship with his name on it that would be given away. And he doesn't get a discount due to his parent being an employee. But his parents can afford to pay his way which makes for an even stronger team.

The parents would be buying an extra scholarship and it’s flat out cheating. Can you give a single example of this being done? A rich alum could come in and do the same thing for other athletes.
Your logic doesn't even make sense. Parents are responsible for their kids and are allowed to pay while donors can't directly pay but now have NIL workarounds. Many top male distance runners choose top programs where they don't receive scholarships. Nobody is guaranteed a scholarship based on a time. MAny fast kids are also smart. Good recruiters find kids who don't need athletic scholarships becuase they nreceive need based ones or academic ones or have parents who are happy to pay and have their kid on the team.

A smart recruiter uses his autos on a few studs who don't require any athletic scholarships because they have no bill. They use some of their scholarships on the fast wealthy kids. How could you know that will happen? Maybe Powell would want to spend his money on something else and maybe Owen would like to live in the dorms or an apartment. Is it even confirmed he will attend UW? There are better schools that also have good running programs.
The other poster said 90% of the runners at Stanford are walk-ons so does that mean some of them blew of free rides so that Stanford could sign the twins?

There are 4 times as many athletes as there are scholarships. Distance scholarships don't yield nearly as much as sprint scholarships which is why most of the top scoring teams at NCAA Champs are sprint schools. The rumor is that the Youngs got 33% because their need based aid covered 67%. It makes sense because they have 3 siblings in school.

A school is never forced to give out a scholarship, if a student(parents) prefer to pay.
In fact the whole team at the Ivies, Patriot League, and division 3 are this way, as there are no scholarships for track/xc. Similarly, about 200 of the 300 schools with track and xc, give no scholarships to distance runners.
Children of Washington staff pay half price on tuition. If coach paid and son just lived at home bill would only be for half tuition with room&board covered at home or via athletics.
Sure it's a small advantage, but all schools have different types of advantages baked in, so it all kind of washes out.
In theory Stanford, Notre Dame, Cal, UCLA, Michigan & UVA should always get the best recruits due their academic rank, but it doesn't work out that way, and even when they do, they manage to screw it up.
State schools for in-state kids often have apartments and meals for the team. Then there can be an academic award plus in state tuition, where non athletic scholarship kid can attend for $5000. These schools don't win every year either.
