Besides those that are super baggy inseams. Like every pair of 3-4" inseam shorts has a split. If they don't they have no key pocket. For months on end its too warm for tights, but too cold (upper 20s to mid 40s) for split shorts.
Probably because there’s not much of a market for them. Serious runners (which, let’s be honest, isn’t a relatively big market to begin with) prefer split shorts, and casual runners wouldn’t be caught dead in a 3” inseam.
Salomon Sense Aero 3" (and 5") shorts are notched but not split. Trim enough fit they don't look sloppy at all. MRSP is high ($80) but sometimes can find them on sale for $30-$50. The pockets are different though (two pockets at the waistband in the front, no internal pocket).
Target sells a running short under their store brand (All In Motion) that lists a 5" inseam but it measures more like 4" and have a somewhat fitted cut so they're not overly baggy or anything. Also have zippered pocket at the right hip (but no internal pocket). I picked up a few pairs (since they're only around $20) so I am not doing laundry as often and I've been pretty pleased.
Was going to suggest the Tracksmith Strata shorts but holy sh!t they’re now $135.
The Session shorts are good though. Officially 5” but they don’t feel long or baggy. There’s also the 4” Van Cortland shorts, which have a small notch but no split.

Not my favorite fit or cut of shorts either, which is why I figured a warning was warranted.
