I agree that it's hard to believe that four of these guys "approached" him. But Coleman wouldn't surprise me. Judgment is not his strong suit. My guess is that four is an exaggeration. Maybe he's had informal conversations with four, but I don't believe more than one or two would actually compete -- unless they were retired and unable to make money any other way.
Agreed. I would almost certainly say he’s exaggerating for effect and publicity. Perhaps 1-2 of the all-time top 10 have approached him and maybe another couple ranked much further down the list.

E.g., what can one learn from seeing Blake or Bolt running a 9.8 - 9.9 now? Lyles or Coleman would be a lot more interesting. 9.5? 9.4? Would be hard to make that worthwhile for them, as their WA career would be over.
As for Houlihan's 13:45: all out doping will be a lot more efficient than her microdosing under the eyes of USADA and AIU, so I could see her getting such a time. Would be easier to find a 14:23 African lady though and pay her to do it.
I wouldn't believe anything that guy says. He's made a living off scamming and conning and now has an event encouraging cheaters to use potentially dangerous drugs so he can make more money.
I don't think you have to be doping to compete - they just won't test there. There is probably a diminishing return for doping. So some average athlete won't be a super star from a crash doping program and the top athletes won't be doping as this one competition just isn't enough to throw away the rest of their careers.

It is debateable if full scale doping is actually noticeably faster. That is part of what this games would prove when they can’t come close to the WRs…
I think that's basically proven for sprints and all women's events. Just look at the 80s and Ma's army. Just roid them up to turn them more and more into men.
But to prove that for the male 1500 or marathon, you'd need to get top athletes in their prime like Inge, Nuguse and ???
Not sure whether any current marathoner could, even doped to the gills, beat 2:00:35. Kipchoge and Bekele are getting slower and slower, and the next fastest, Lemme with his 2:01:48, is already 33 years old. The youngest 2:02 runner, Legese with a 2:02:48, is 29 years old, but would have to improve by over 2 minutes. Plus you'd need a course like Berlin or Chicago with lots of good pacers.
That is my thought also. The "enhanced" games sprinters wouldn't be faster than those that passed drug tests...bringing suspicion of the legitimate sprint world.

Zero chance this is true. Just going king of says a lot about your doping legacy. Most (all) of those guys are living with built in excuses. Now maybe you have the one "Canseco" type who proudly wears PEDs as badge of honor, but I dont thing any of these guys fits the bill.
