Your question appears to presuppose the existence of a good rationale for tattoos in more overtly visible places.
I assumed the reason was for other people to see, but I must admit that I don't understand tattoos.
Tats are dumb. Don't destroy your body like that.
It's personally meaningful, less ephemeral than a digital photo that can be lost or a physical photo that will fade, and I want to take it with me wherever I go.
How do you know such a thing exists if you can't see it? You go around sneaking peeks at naked people? Prevert.
Have you ever considered letting other people see you naked?
I would never get a tattoo, just not my thing. That being said, permanently inking your body is a deeply personal choice, and those that choose to get tattoos in private areas probably have a personal reason that they would do so. Or not, if they made a rash choice, it's still up to them what they decide to do with themselves
So that the tattoo can only be seen when I’m naked.

Don't worry, your Mom shows her to a lot of people every day. They bus them in.
Some of us get body art because it means something to US. We're not getting it for others to solely been seen.

Don’t have any myself but many of those who do are likely concerned about the possibility of judgement and/or discrimination in the workplace or elsewhere.

The boxers make perfect sense. The professional work clothes with pickles all over them are a little weird and probably don't smell great.
I got one to cover some scars, and it has a lot of meaning in it. It's a permanent reminder for me, and victory over the scars
