I just watched the race and had no idea what happened before watching. Doesn't matter what the outcome was, he should've been DQ'd. You can't intentionally impede a runner at ANY point during a race. The key word is INTENTIONAL!
Kerr INTENTIONALLY tried to prevent another competitor from passing him by pushing him out with his arm. There should be a protest and DQ.
