Geoff Smith, in the '80s comes to mind.
Stewy McSweyn and Grant Fisher (to a lesser extent) are the first to come to mind when I think short, choppy strides.
Both Wilson and Wiley in the 800. Also Sowinsky. Grant Fisher to some degree
Woody Kincaid. Phenomenal turnover.
The two European girls Agate Caune and Greta Karinauskaite come to mind. They aren't very big so that's partially why their strides look so short.
Karinauskaite begins to shorten stride a long way from the barrier and then extends her strides to normal length immediately after the barrier. That was very evident during the loss to Markezich in NCAA finals last year. I think there's considerably more upside there if she would relax and stop thinking about the barrier until almost upon it.

Kincaid's form is like a shuffle, almost a race-walk. Very odd looking when he's clicking off 62s in a 5k race.
