Get a t-shirt, pair of nylon windpants, and some shoes.
look up classicfootballshirts and go to the clearance section. you can get nike dry-fit tee's for under 25$ if you dont mind the soccer club label. i ussually just get white shirts that have some color on the sleeves and a soccer club logo on the breast.

got my singlet and shorts from that for less than $20. Looks good too
32degrees active cool T's are nice for $4. They have a singlet but might be thicker (I haven't tried, I like shoulder coverage).
Soffe (beware the "ranger panty" doesnt have a drawstring, I go with the infantry shorts) or BOA for shorts.
Plenty of Chinese mushroom brand stuff on Amazon, I like the beroy half tights if you like half tights. Lots of cheap 2-in-1 shorts too.
Walmart. Seriously, you can get everything you need except the shoes at WM supercenter. The quality of the clothes is equal to the ludicrously overpriced name brands, and far superior to anything we had during my first 40 years of running.
Amazon can be a good resource for gear.
For instance, I really like UnderArmour turtle necks for both base layer fall/winter/mud-season spring running seasons and cross country skiing. But these are ~$70 USD after taxes and shipping. I can afford it and have three, but I wanted more options for my xc ski trips (in my sprinter van) and looked for possible deals.
I found the DevOps off-shoot brand on Amazon and while the quality is admittedly not 1:1 on compression, they are 2 for ~$25 and suit my purposes quite well. They come in black/grey/white colors. I ended up buying 6 total for nearly the same price of one under armour turtleneck. Everytime I put one on I chuckle (and say "...suckers!!").
However, not all Amazon brands are created equal. I recently bought a $40 evergreen blanket for my front room and the stitching came out after one washing machine cycle. Read the reviews carefully.
Back to gear, I had luck with Terramar for shell boxers and base layer gloves.
Asics and Features good for socks
I also stick to Asics for outerwear and shoes (I swear by 2100 series and Kayano only for long runs). We have an outlet in the major city nearest me and they do provide some good deals once in awhile. I don't screw around with non-approved sites for shoes though because the counterfits are very deceiving these days. So RunningWarehouse, Zappos, RoadRunnerSports, sometimes Asics directly, approved eBay & Amazon sellers (proceed with caution) and a few others. Cross-reference model numbers and color sequences. I once bought 2100s in fluorescent yellow and they were done after about 100 miles. Luckily, I had a backup pair of adrenalines.
Could also checkout Sierra and TJMaxxx chains. Consignment & Sports Recyclry stores if they are nearby.
Just buy stuff from one of the running shoe companies on sale. Between Running Warehouse, Amazon, their own websites, etc. you can always find some good deals. Helps to know what their "performance" lines are especially for shorts and pants e.g. Adizero for Adidas, Aeroswift for Nike, etc. And if they have any outlet stores near you you can usually score even better deals.

This is an important concept that I routinely think about all the time. Twenty years ago, only the specialty running stores had the tops, bottoms and coolmax socks that wicked away moisture. Places like Walmart have absolutely observed and conquered the inferior goods market for running equipment.
