I had a Friend who ran 4:06 for the Mile in High School, he had a Teammate who ran 4:59 so He says his Teammate is the same as him, They both run The Mile in 4 Something. LOL
It would depend on who you are talking to and they know the difference between 1:04 and 1:04:50. If they are just impressed that you ran 13 consecutive miles without stopping, precision probably isn't needed
Also, if you were talking to someone, would you care if someones marathon PR is 5 hours, 13 minutes and 45 seconds or is 5 hours 13 minutes good enough?
I was at the gym today and someone asked me what my HM time is. I told them it's 1:04. Its actually 1:04:55. Would this be considered lying ?
1:04:59.9999999999 is still 1:04.
Not to be a dick, but in road races they round up, so if you ran 1:04:59.01 or higher it would would be rounded up to 1:05:00 officially. Your general premise is correct, but you go off the official results in my opinion.

No. And unless you're talking to a very serious runner they have no idea what the difference is between 1:04, 1:00 or 1:15. Unless you're talking to an OT level or better runner no one has a clue the difference between 1:04:55 and 1:04.
