Guessing insurance company didn’t agree with cancellation.
Why should the insurance company pay for this mess? They don't control the weather and weather related cancellations were probably baked into the registration form signed by participants.

If they bought insurance, and if the insurance contract covers situations like this, that's a good reason they should pay.

They tried to get the insurance company on the phone at 4am Sunday for confirmation, but they weren't picking up.
Wouldn’t that have been a good call to make the week before? Like when you knew it was going to be hot and you might cancel? Maybe during all the time you spent coming up with no contingency plans.
I’m an out of town runner who was signed up for the 2023 TCM and have heard runners In similar instances have seen success disputing the charge with their credit card company. This is too expensive of a race to let them figure it out. Also learned TCM are handing out the finisher medals and mailing them to those who don’t live in the 11 counties near MSP.

Agree, but it could be a more planned, concious scam. You notice how they set the criteria for cancellation right at the forecast conditions? I have been scammed a number of times. You pay the fee. They give you a number. Sometimes a shirt too, if that happens the day before. Then you show up and run, but it turns out you were not registered, don't appear in the results, and are not elegible for awards. You get credit for nothing other than banditing the race. Yet you paid. This has become common.
I went to a real small-time local event once. This is a rural area. You could count the starters on your hands. But there didn't seem to be a course. I broke the half marathon world record by more than half an hour by following these vague lines on the streets. Maybe drawn with chalk. The others went different ways, as in, not everyone turned on the same streets. Hard to say how long they all took to get back to the start. Some maybe a little after me but still short of half an hour. Some may have run around for a couple hours trying to make it close to 13 miles. I'm not aware of this non-race happening again.

Finisher medals for what?
Hard to know what they are talking about. Here is the note in Thursday’s email from TCM:
Medal Pick Up and Mailing Medal pick-up is available starting Monday, October 9, through Friday, October 27 at the TCM office, located at 355 Randolph Ave., Suite 200, St. Paul, MN 55102. The office is open Monday – Friday from 9 a.m. to 5 p.m. Family and friends may pick up medals for participants. Participants who live outside the 11-county Twin Cities metropolitan area and St. Croix County, Wisc. in the United States and Canada, may opt in to having their medals mailed to them. A form will be sent to these participants by Tuesday, October 10 to allow them to opt into the medal mailing.
It's kind of insane how many posts I have seen in a bunch of different groups about people worried about getting their medal or posting pics with their medal after picking it up.

Maybe you can demand a finisher medal if you identify as a finisher.

this feels like a prelude to saying “sorry, no refunds”
What will happen to my registration if the event is cancelled due to COVID-19?
Registration for the 2023 Medtronic Twin Cities Marathon Weekend is non-refundable 48 hours after registration and is completely non-refundable for registrations made 5 calendar days or less before the event, except if state or local authorities mandate race cancelation due to the Covid-19 Pandemic. In that case, partial cash refunds will be provided per this document (linked below)
