I'd try different laces. Maybe cycling laces
Is it actually causing problems?
Try lock lacing the shoe or lydiard lacing and cinching it tighter. This is a tough problem to solve. I have different size feet and in some shoes nothing works. You just live with it or get other shoes. I've heard of some people buying shoes in 2 sizes, but that won't work for everyone.
Two simple fixes, depending on the cause.
1. Use lock lacing, butterfly lacing, etc to snug the heel into the back of the shoe. You can find the techniques on YouTube.
2. If your heel is snug, but your heel is still slightly lifting up inside the shoe, remove the insert and put a layer of cloth (I prefer craft's felt, but any cloth will do) under the insert in the heel. Trim it so the cloth is only under the heel area. This will raise the heel in that shoe 1-2mm. I've had this happen in one shoe and not the other because of quality control problems in the manufacture of the shoe made the middle of the shoe a little higher than it should have been compared to the heel area.
3. The above fixes are easy, but what if one foot is shorter than the other and that causes the heel to slip? If the above fixes aren't enough, you can buy a heel pad that wraps around the heel counter on the inside of the shoe. These will slide your foot foreward about an 1/8th of an inch or so, which is roughly equivalent to making the shoe 1/2 size shorter. It has the added benefit of making the shoe fit more snug in the heel.
Women use heel pads like this to keep their dress shoes from slipping around, but they work great to make a pair of running shoes a half size shorter. Do a search on Amazon for "heel pads for shoes that are too big" and you'll find them. I bought a pair of heel pads off of Temu for about $1.50.
wear 2 thin socks on the smaller foot, heel lifts, or anything else will throw off your gait/stride.

Yeah I agree. Try a thicker sock on one foot so the fit is as near to the same for both feet as you can get it.
