Yes - unless it's USATF-certified (or in other countries by their federation etc.). That said - I feel bad for the clean participants beaten by this banned doper.

I’m sure those 35-40 minutes 10kers are really torn up about it.
If the race is not sanctioned by USATF (most road races are not), then she can compete. I agree that it is a joke and that there are no "contamination" rules being enforced.
Imagine somehow she was actually innocent or just negligent and America missed out on this talent during her prime.
I still wish she'd have just shut up, admitted to it, and got only a 3 year ban. Sigh.
But then why do that and be labeled an admitted doper for her life, when she feels she’s innocent. I know Shelby and I can tell you all she’s definitely not worried about letsrun opinion.
Please keep your comments respectful. The locals probably do not know of her history and just get geeked that an elite from Iowa signed up to run. I have asked that they scrub her results since she is currently serving a ban for performance enhancing drugs and asked that the second-place woman be officially recognized as the winner and awarded any prize money given to the victor.
I will say, for a first time offender who had doping officials even questioning if she really doped, getting banned from two Olympics is kind of crazy to me. I dont' really have an issue with her running obscure races if she doesn't take any money.

Do the crime, do the time. That time just happened to fall on 2 Olympics. Her fault, nobody else’s
