While sometimes negative split, the 800 is generally not an event where the final 200 isn't the slowest. Generally an 800 "kick" per se is actually measured by who has slowed down the least. This is different than a 1500 or 5k or 10k kick where the final 400 and typically the last 200 is the fastest section.
In Coe's case, the setup had to be slow enough to be able to unleash a sub 11 second final 100. In that example, I'm not sure anyone else has closed that fast. ... This isn't a typical 800 race though and if Rudisha had already run his wheels off, there would be no way a Coe or anyone else to date would be able to run that fast at the end.
Even though they're faster, 800 runners may not actually be the best example of "best kick" vs the longer distances where theses races, even if paced fast, will still finish faster than the preceding laps.
