I think he's gaming the system by only beating it by 1cm at a time, but I think he's legit trying to break records as often as poosible... albeit in 1cm increments. Breaking records is hard so he can't do it every meet just once or twice a year.
when he first started records, I pointed out what a skinny runt he was, looked like a distance guy, 800m at best. Now you can tell he's hitting the weights. Proves he reads these boards and I got to him 10/10
He'll keep gradually lifting harder until he can vault over 7m. Respect!

Update: I found it it was Renaud Lavillenie. "He had barely touched the mat before a spray of sparklers went off and meet director Renaud Lavillenie, the Olympic champion in 2012, ran to embrace him."
