It's all about what your accustomed to and what kind of clothes that you have. I don't own a wooly cap or gloves. I don't even own a coat, not even a windbreaker. It's not worth the investment.
So, 18 degrees with 24 mph winds is pretty cold for someone who's winter gear consists of a couple of long-sleeved shirts.
Where you live, I'm sure they would freak out if it was 110-115 degrees (and not dry heat) for 3 months straight.

The lowest temp ever recorded for Houston was 5 in 1930. Tonight it will be 2 degrees wind chill. The only time I can ever recall a negative wind chill was 2 years ago when it was negative 1.

I lived in San Antonio for about a year. It gets scary when the weather gets cold in that part of Texas, as nobody knows how to drive when there is snow / ice, and they don't have proper tires. I recommend you stay on lockdown. Seguin is not a bad little town by Texas standards. Gruene is nice. One of the few places with trout fishing in Texas.
