What's the issue? How is it any different than starting a "club" that is just a daily running vlog that sells merchandise and has paid membership levels? If someone feels that this guy is providing them some sort of value for their money, then what harm is being done?

I joined one of these running clubs organized by a scammer.
All our group runs started outside local banks and he insisted all runners wear a ski mask to prevent spreading COVID.
Turns out he was just a bank robber who wanted cover during his getaway, I would warn your local runners because the same may be happening here.
I'm just glad I kept my watch going during the police chase, it's still my fastest 5k.

I heard someone started a women only Ukrainian running club out in Seattle. Seems a little dubious to me.

Filing all of that paperwork and complying with all of the state and federal requirements seems like an awful lot of work. There are much easier ways to make money.

Sounds more like some local groups feel like the “local running scene” is their scene and don’t want anyone creating any Competition.
If you have proof of fraud, don't be hesitant to report him to the authorities. But it isn't a 911 level emergency.
