I would say kind of middle of the road high school varsity level talent. Kind of depends on how you are running the 45 miles as well. All easy aerobic stuff is more impressive than a lower mileage 5k plan.
Depends on what the 40 miles is. If you're training seriously for the 800/1500 (or doing average high-school XC/track training) that's plenty of mileage to run an OK 5k. 40mpw of easy running might not be enough without real talent.

You must not watch too many high school meets... 16:45 is a majority of team's no.1
Impressive? Standards vary. What impresses me the most is anything good that requires very little outside validation.
I see your age, time, and mileage. Nice.
Let's say you:
-- love and support people close to you
-- contribute to your community
-- make your way pretty well (according to what one might reasonably expect) in your chosen field
-- keep yourself healthy in other ways
-- are, as much as one could ask of any flawed human (which is to say, you know, human), on the side of what's right and just
Well then, shoot, son. You're amazing and you don't need anybody else to tell you that (except, of course, that this involves meeting criteria I just laid out ... and realizing that I did just presume to sanction said behavior).
it's not top 99.9% of runners at all. it's a good time, don't get me wrong, but it's a little above average. It's not like he ran in the 13 minute range

Nice. I ran 16:08 last year at 34 (lifetime PR) on 40 mpw, I'm turning 36 in January, but before that I'm going to try to go sub 16 by trying 50 mpw and adding a third workout. .
