must be an overnight camp? what time do your duties start?
(Day) Camp counselor is about the worst job you can have as a college athlete because of the all day time commitment. I'd seriously consider another job, perhaps you could work a xc camp or something. I'm sure as a xc camp counselor you could do some running in the morning.
I use arm sleeves, a hat, and gaiter around my neck. I wet those 3 things down before I head out and try to find somewhere along the way the wet them down again. Maybe it just hasn't been too hot where I'm at yet, but it's been extremely effective for me so far. You can put a little ice in a hat and arm sleeves as well.
When I was an overnight camp counselor it was only at 2pm (the kids swim time) that I had free time to run. My running was non existent that summer. Maybe switch to the kitchen or maintenance. Being with the kids 24/7 and having energy for them is part of the camp counselor gig. That doesn’t jive well with distance training.

Boss is making you or the hours you work don't allow you to train early? Sure, you're probably on the clock from 8-4 (& can't run at 10am) but can you run from 6-7am, shower, eat, & be ready to go at 8?
If that's not possible then really think about effort versus pace. Don't stress about hitting certain times. Your heart rate will be higher no matter if you're running fast/slow. Wear a hat. Put ice in it. Anything you can do to cool down your core temp. On workout days I would push it to 6 or 7pm when it's not as bad out.

Your boss sounds pathetic that his or her career choice is a camp counselor. I'd ignore and do it anyway. If you get canned it's a camp counselor job. Or your boss will just realize the control bs isn't going to work.
I used to do a lot of midday, Texas summer running, I'm talking 100 degrees. Start short and SLOW. Really slow. Bring some water or have some water stops planned. Is it perfect? No. Does it suck? Yes. But once the cooler weather hits, you will feel invincible.

Because the OP has a losers mentality and is looking for excuses rather than figuring out a way to get the training in. There’s many solutions to his problem

My guess is that the OP means that his boss gave him a work schedule he doesn't like, and he doesn't want to set his alarm a little earlier to run before work. To him, "not allowing me to run" really means "not allowing me to sleep in."
So dumb, I worked at a summer camp too and they let me run in the morning. I even had the option to take a 1 hour break at any point during the day I wished, this was standard for all counselors. Explain how you running in the heat of the day is a liability concern for him
