Jokes like that aside - I think T&A should take advantage of existing technology and have an event called something like "The flying 10 meters" in the middle of the home stretch (and maybe allow for betting on results) between other events.
Just measure/time how fast athletes can run between the 50 and 60 meter marks with a self selected run-up distance before pushing it to the max. It's not a given that the regular sprinters would win this (though surely they'd be favorites) - some middle distance guys have good top speed when not exhausted - not to mention long jumpers and pole vaulters (Bubka at his peak supposedly was at least a 10.2 guy in the 100 meters when he tested without no special training for it).
I like rojo's idea of the randomly placed 400H, every lane different. Could be no hurdles in the first 100 then 3 then 7 in the home straight vs all 10 in the first 100 etc. Competitors draw for lanes and are blindfolded until just before the gun.

You might find the speed trap event from the team Hexathlon format interesting. You send out five sprinters against another five and they take turns running flys. The speed attained during the fly is converted into points. Fastest team after 3 rounds wins.
Which team is faster? The speed trap is an event where fly sprints (sprints that begin with a running start) are timed electronically and converted into points. The athletes run one after the other…

Bro...Matt London would destroy us in a flying 10. He's 220 pounds too don't you know?
To clearify: It would not just be about measuring top speed period - there should be an element of timing to it, like when long jumpers have to hit the plank just right these runners would have to nail their top speed 10 meters to match a fixed measuring zone so as to get an element of get-it-right into the competition.
That's actually pretty impressive, although weird that their was actually an existing world record for doing that. Helps that he chose a wife that's barely 100lbs.
