How much do you weigh? (And height)? If you're middle of normal range of BMI or under I doubt they're as big as you think...

You can't alter your genetics.
Your only option is weight loss which can't be targeted to specific areas.
Unless you're an overweight East African it's highly unlikely long slender calves are in your future.

But you don't have any facts. The person might be underweight but just think their legs are big even if they aren't, in which case the solution is certainly not "eat less".
