Should I report some one for using a banned substances or mind my own business?

Who would you report this to?
For example, if someone were an age group winner at Boston and you knew they were using PEDs, who do you report them to?
I'm not going to bother but it wouldn't be difficult to figure out who you are referring to.
snitches get stitches

Pot is legal in Connecticut, it's not a performance enhancer and it's too late anyway.
OP, who really cares?
And also, weed is only banned if it's found during an in-competition drug test. Nothing happens if it's a random one out of competition. Did this person fail an in-competition drug test? Did the competition already happen and now it's too late? It sounds like it's too late for you. How about you just run faster?
yea it's like saying someone who won a marathon drinks beer on the weekends. Alcohol is a legal drug afterall
Sounds like the OP got chicked and is suffering a crisis of confidence?

Are you bitter because you lost to this woman? Why care that much. 🤷♂️
lmao OP got chicked
It's disappointing but not surprising how quick people are to excuse immorality today.
Not against the law? Shouldn't we hold ourselves to a higher standard than that?

Uh, no. The laws set the standards. Again, it's not a performance enhancer.
As long as she hasn’t been eating at any food trucks serving pork, I suppose she can get a pass. I mean, I know weed has a similar performance enhancing effect compared to drugs such as EPO. Where are all the EPO dispensaries for us hobby joggers?

You’re probably trolling, but smoking weed is not morally wrong.

Whoa are you telling me that mj is immoral? Aw man. Immoral? For real?
I just did 6 miles and that's really harshing my runners high right now.
Gonna make a note of this in my diary

If they get tested and caught, so be it. But I wouldn't report them. What do you have to gain by reporting this person? Did you finish in second place to them, or what?
To the OP, I seriously hope you're a troll just looking to get a reaction. If not, I'd love to know who you think this is, why you think this and how you know. Then finally, what you mean to accomplish by any of this. As previously stated by others, it sounds like you were beaten by a woman in some small local fun run and your ego can't deal with it.

What is immoral about smoking weed? Would like to understand.
i think it is more shameful and morally wrong to get chicked than smoke weed
Cannabis is banned in-competition but not out of competition. You can search their Global DRO, and they have a marijuana FAQ.
