I'd go with 26min 8k runner. The marathoner would not beat them at 8k but there's potential the 8k runner would win at a marathon.

The better runner is the one who shows up at the starting line, runs, finishes and accepts the time he/she ran.

The 8k runner is clicking off 5 straight 5:19 miles, whereas the 3:07 marathoner probably can't even do one of those.
