No one believes these Kenyan sprinters are at all clean. Of course, most sub-10s are dirty anyway....

If he is the guy who had a 10.01 pb and made the semi finals in Tokyo, he can't be clean.
Whatever is going around the sprint circles is something that the testers don't know about as guys like this are running times that used to medal at major meets.

Yes if you think this in-competition banned drug warrants a 6-year ban or something fine, but it does not and there’s really nothing to be done here…

That is a huge jump and still suspicious but he didn't actually start sprinting until 2019.
He joined the sprint team after playing rugby in 2017 and was banned until 2018 for a banned substance I don't think it was a PED, then in 2018 he injured his back and didn't run until 2019.

Let's not forget Bolt's progression from 10+ to 9.7 in a few months, and he was already well trained.
Sorry I got some information wrong he didn't train consistently till 2019 and was out for most of 2018 and 2017 but he started in 2016, he ran 10.38 NWI his first year and ran two 9.9 hand timed in early 2017 before his ban. In 2019 he ran 10.1 slightly windy too so he was significantly faster than a 10.4 sprinter.
Not the case actually bolt's form was terrible for a 100m sprinter in 2007 and that was a year not a few months.
