The term "Chinaman"is perfectly acceptable in the UK English language and idiomatic usage. Just as Englishman, Welshman, Irishman are. They are descriptive. If someone had said, "a slitty-eyed Chinaman"or "a Chink" then these would be unacceptable and politically and socially incorrect. 'Chinaman' definitely has no similarity to calling a black runner a Negro.
Although, if you look at US history, "Negro superseded colored as the most polite word for African Americans at a time when black was considered more offensive. This word was accepted as normal, including by people classified as Negroes, until the late 1960s, after the later African-American Civil Rights Movement. One well-known example is the identification by Martin Luther King, Jr. of his own race as "Negro" in his famous speech of 1963, "I Have a Dream".
So, in some ways time defines and changes acceptability
