The business angle is pure cover. The GOP has two priorities to keep itself in the game: 1) retaining their base and 2) preventing Ds (predominantly non-whites) from voting. Key to 1) is to ensure the quality of life of the R base is as $hitty as possible. As long as Rs don't have good health care, jobs, adequate education, etc. the GOP's strategy of gas lighting, fear mongering, and victimizing works extremely well since it's always easier to blame someone else (the libs) than to admit you have problems and do the hard work required to fix them. Rep Issa is touching on this point. If you improve the lives of Rs, they will leave the party. If you are poor, uneducated, jobless, etc. and you still vote R you are irretrievably lost. End of story.

Refer to my other post. The GOP is against globalization because on a net basis it improves American's lives. They resist it in hopes of dooming our uncompetitive businesses and industries to bankruptcies, and as a result an increase in American poverty and despair. That translates to the GOP being able to retain the base's support, as it is much easier for people to blame someone else (the libs). Keeping the R base poor and dumb is key to retaining their support.

Yes. We definitely have problems in Georgia. The blame is multifaceted.
As I said in previous posts about the problem with the federal govenment's COVID response has been one of messaging. There needs to be a clear message from the top that everyone needs to be vaccinated and the reasons why. We need to stop sending Fauci out there answering "what-if" or one-off scenario questions. Someone needs to reign him in and tell him to deliver a clear message each time and not answer the one-off questions with things like "well, there is a very slight chance that could happen..."
We have had no clear message in Georgia either about the who/why/how for the vaccine. On one side we have the white Christians and white conservatives who either believe that it is God's or Trump's will whether they'll get and spread COVID or get vaccinated. "It's in his hands."
On the other side, we have African-Americans (who have been disproportionally affected by COVID) not wanting to get vaccinated for obvious historical reasons. Georgia is ~32% African-American.
With no clear message, and large proprtions of groups (Christians, conservatives, and African-Americans) not wanting to be vaccinated, we are where we are (last among states) in distributing the vaccine.
Of course, the logistical issues only compund these problems.
It is interesting that Fulton County which went 73% for Biden and is roughly equal in terms of African-American/White population has vaccinated 29% (partially) and 14% (fully) of residents - above the national averages. The counties south of ATL are horrendous with one having fully vaccinated only 0.5% of residents.
The good news is that we are at an all-time low in percent postive and cases are lowest since mid-June. But, yeah. We have issues. Hopefully, we can get over these vaccination problems.
