I don't know if you can yet call it an oligarchy, but it's getting close. For instance, if Jeff Bezos wants to talk to the president, the president will take the call. Most house members don't have that kind of power. A senator probably does. So I'd put the power of American oligarchs today at roughly the same as a senator. This was Trump's most brilliant move ever. He has a genius for revenge. In the most liberal blue states they have high state taxes and high property taxes. By capping these particular deductions at 10K he effectively raised taxes on his enemies while the states with lower property and state taxes were not really effected and had net lower taxes. Winning! Thus tax cuts for his supporters and tax hikes for his detractors.

I think you are conflating businesses with billionaires. One of government's jobs is to help businesses thrive. A public stadium can help that happen (in theory). So can enticing a big company to set up shop in your jurisdiction.
But that's to help a company, not a billionaire. because you want the jobs. Not unreasonable.
