Most of the pipelines I dealt with were not that long but it really seems like the Keystone pipeline could be built in a year. The Suez and Panama canals took about 8 or 10 years each but the magnitude of those constructions were many, many times that of the Keystone pipeline. It took 1 year for the Empire State building to be built. We could build the Keystone pipeline in 1 year if we prioritized it.
