The answer is neither. Putin doesn't sit around thinking about our president all day.
This is happening because of what has been building in Ukraine for many years. But the straw that broke the camel's back was the crackdown on Medvedchuk and his pro-Russia party.
The people of Ukraine want to be a real democracy with closer ties to Western Europe. Putin does not want to see that happen. That's why they are at war. The timing of the invasion has nothing to do with who happens to be our president.

If Trump was in office and he strengthened NATO, levied sanctions, and denounced Putin in the strongest terms then I would praise those actions.
But there is no way Trump would have done any of that. His recent statements about Putin prove it.
So while I repeat that this invasion is not the fault of any US president, our reaction to Putin is extremely important. And again, I thank God we have Biden right now.

it's probably just a way for China to pick a path through a minefield without truly choosing a side. They can't ever really support Western foreign policy...' but on the other hand they can't really oppose the West either because their livelihood is selling stuff to the West. So they'll say mild rebukes like this but not actively do anything to choose a side.
Votes in the security council might be interesting though.
