Given the course and the pacers, this course is probably close to being as fast as Boston was this year. The assistance of the wind has been significantly overstated, in part because the strength of the wind has been significantly overstated. At the runner's torso it was probably less then 10mph and likely averaged more like 6-8mph. A good wind, but not that strong. Add to that the pacers here (wind in and of itself plus the 'moral support') and the lack of turns or any declivity and you have a course that is very fast in fast conditions.
To answer the question about humidity, with temperatures in the mid-50s and a dew point in the upper 40s (about 48, I think, given the reported RH of 82%), there is really very little effect due to cooling limitations. You probably do see a fair bit of seat accumulated on the guys, however. If they look dry than it was almost perfect weather.
