He won't be allowed to start für Switzerland since he doesn't have a Swiss passport yet (he got an exception for Euros, but won't get one for the Olympics), he however decided by now that he will accept the invitation by the refugee team:
An der EM war Dominic Lobalu doppelter Medaillengewinner für die Schweiz. An den Olympischen Spielen darf der Läufer des LC Brühl nicht für sein neues Heimatland an den Start gehen. Er nimmt aber den Vorschlag des IOC an und...
I think this only solidifies that they will be sending 3. They have four with standard and a time trials winner sitting in a better world ranking position than Wolfe.
My other question is Dominic Lobalu. So now he IS running in Paris? Or is he not? I know he ran at European Champs representing Switzerland, but was under the impression he was NOT eligible for global champs yet. This article further confuses the issue because I don't think he wants to run for the Refugee team:

Even more famously Makhloufi in London in the 800m. Initially DQ from the Games when he dropped out in the prelims but showed up a day or two later with a medical note that said something about him being hurt on the day but ready to run the 1500!
So he’s gonna lose a spot to a guy he’s beaten head to head in their last two races? Makes sense
Blanks smoked him in November and again in December, and he'd probably be back in better shape than Wolfe by August.
If Wolfe could have hung with Blanks at the BU Season Opener he wouldn't be in this predicament. Or he could have got in that Olympic Standard race at the Terrier Classic. Instead he ran a 3k all by himself at the Scarlet & White meet.
My opinion:
An indoor race in December on the BU cheater track shouldn’t give someone a chance to ride into the Olympic Games in August while finishing 4th in the OT 5000m.

Well Wolfe's best scoring performance was on the BU cheater track, and most of his other top scores were also there or at the New Balance cheater track. Without those scores there wouldn't even be a question of whether he might qualify, and Blanks would have already been officially selected.
Also, that "cheater" track is the reason we had at least eight guys with the Olympic standard in the 5k. Is that a bad thing?
